Abstract

Artificial Intelligence Technology to Fight Corruption Crimes Between the possible and the hoped A comparative Analytical descriptive study in some of its aspects Dr.Muaath Suleiman Al-Mulla Assistant Professor of Penal Law, Saad Al-Abdullah Academy for Security Sciences–Kuwait Abstract The countries of the world are moving towards building a developed intelligent mechanism system capable of achieving digital transformation, which is one of the most important pillars of modern economic growth, countries strive to provide an attractive environment for investment competition by bringing foreign and national capital to develop their various resources and reach a society of knowledge and innovation. This goal is fully in line with the international calls for the implementation of the Sustainable Development Plans of2030. Therefore, in the context of this transformation, states seek to take advantage of modern technology in the fight against many of the issues that haunt them and their societies, the most important of which are the issues related to the phenomenon of corruption and its negative repercussions on the arrival of investments, this phenomenon actually makes the investment environment a repellent environment for foreign investors and as well, as they fear placing their money in an environment that lacks legal and security stability, and it also erodes confidence in dealing with government agencies in the success of development. We devoted this study to examining one of the modern mechanisms used in some countries to combat and prevent corruption crimes through the use of Artificial Intelligence technology in monitoring and predicting illicit transactions, it has been proven that the use of this technology has a positive impact on investors as it enhances the concept of open government and transparency. to prepare it, we have used the descriptive approach based on recent data and facts on the phenomenon of corruption in Kuwaiti society in the light of the index of perceptions of corruption, and the conduct of the Kuwaiti legislator against and measures taken in combating this phenomenon in the light of Law No.2 of2016 on the establishment of the Anti-Corruption Commission,and we will use the comparative approach in some respects where we will present the course of some countries that have employed Artificial Intelligence technology in combating this phenomenon and identify the foundations, guidelines and principles in force in the countries of the European Union, while clarifying the mechanism adopted by the State of Estonia as a successful model in this area. According to the methodology of the study, We divided his plan into two topics preceded by a preliminary requirement in which we define the concepts associated with the study, and then in the first topic we address the reality of corruption in Kuwait, and in the second topic we will review the need to use Artificial Intelligence technology to combat and reduce corruption crimes.Let’s conclude the study with a set of findings and recommendations that we hope will be consistent with Kuwait’s efforts in combating this phenomenon.
