Abstract

In light of the expansion of immunities and the absence of censorship, it is not possible to talk about real accountability for the perpetrators of corruption crimes, just as in the absence of legislation that establishes rules and principles of transparency, the fight against corruption will become futile Hence the idea of this research, which is subject to the idea of immunity and the absence of transparency as one of the most important obstacles to fighting corruption, which is reflected negatively on the development of investment, and this research attempts to expose the legal organization of the topic of immunity in both Egypt and Kuwait and how that expansion of immunities may constitute a hindrance to the efforts of the state in combating Corruption, as well as the Egyptian and Kuwaiti legislations and their consistency with the principles of transparency, to draw attention to the defects in the Egyptian and Kuwaiti legislations. Finally, the research includes a set of recommendations that may contribute to a real fight against corruption crimes, in order to achieve a real development for investment
