Limits of the powers of economic control bodies to attract foreign investment in Algeria – a comparative study –

Abstract

Control is a new idea in the legal system in the Arab countries in general and in Algeria in particular, as is the concept of good governance and the distribution of jurisdiction and partnership. The idea of ​​economic control aims mainly to attract foreign investment by granting a variety of competencies to independent control bodies in the financial and economic fields, thanks to which it works to improve the quality of administrative control over investments in areas subject to economic control technology. To achieve the goal of independent and effective control, these bodies must be organically and functionally independent from the executive and economic agents. However, the condition of independence is considered difficult to obtain within a heavy legal system that does not serve the principle of legislative stability. The technique of economic control is an opportunity for countries that have devoted themselves to achieving economic development by attracting foreign investment and diversifying their economies outside the hydrocarbon sector.
