Legislative framework to activate the role of small and medium enterprises in achieving the sustainable development goals – A case study of the Algerian experience –

Abstract

The accelerating economic transformations and the growing trend Towards integration into a unified global economy, Algeria has forced the necessity of changing its traditional economic equation, which has long been dominated by the sector of large companies for hydrocarbons, oil and gas, to realize that creating an investment environment to promote exports away from the domination of the rentier economy to be compensated by a different sector consistent with the privacy of the current era, related to small and medium enterprises And considering it a strategic option that attracts the participation of all citizens and properties to devote the elements of human security based on the human rights system and in line with the events of comprehensive and sustainable development. The importance of this study is evident in its treatment of a topic with a high degree of scientific value and social responsibility, related to the development of legal legislation in Algeria to support, accompany and develop small and medium enterprises, based on its contribution to achieving the goals of sustainable development, and the promotion of community development and the well-being of individuals and groups, as devoted The values of the quality of life, the human rights system and individual freedoms in establishing investment projects that are compatible with the level of individual aspirations and that respond to the interests of society and its priorities. This study aims to examine the legislative and legal framework devoted to the mission of developing small and medium enterprises and rehabilitating them in a manner that supports their competitive capabilities and grants them a comprehensive quality culture to advance their society, as we seek to discuss various legal mechanisms, regulatory procedures and innovative bodies that the Algerian legislator has devoted to financing these institutions, and to support their presence on The economic arena and accompanying it not only in making success but in creating exception and creating competitive advantage in light of an investment climate dominated by a knowledge economy. The problematic of the study How can Algerian legal legislation be considered to develop small and medium enterprises and enhance their social responsibilities towards achieving the goals of sustainable development in a highly competitive investment environment? The results of the study found that there is an arsenal of laws, mechanisms, decrees and bodies that are all condensing to achieve the organizational development to favor small and medium enterprises, especially those related to the 2017 law to promote small and medium enterprises, then stand at the various structures and organizations that ensure the provision of assistance and support to small and medium enterprises, the most important of which are: The problematic of the study How can Algerian legal legislation be considered to develop small and medium enterprises and enhance their social responsibilities towards achieving the goals of sustainable development in a highly competitive investment environment? The results of the study found that there is an arsenal of laws, mechanisms, decrees and bodies that are all condensing to achieve the organizational development to favor small and medium enterprises, especially those related to the 2017 law to promote small and medium enterprises, then stand at the various structures and organizations that ensure the provision of assistance and support to small and medium enterprises A discussion was also reached on the terms of international cooperation and the texts of the agreements concluded between Algeria and external international parties to upgrade the fabric of small enterprises and improve the effectiveness of achievement, despite all the obstacles and difficulties they face.
