Anti-corruption law between the adoption and implementation

Abstract

Corruption is one of the most important causes contributing to the underdevelopment of States, particularly the third world, as it is one of the major issues between the achievement of human development and social justice. Corruption today is a pervasive phenomenon in most sectors, which is difficult to reduce in one respect, and which has led the international community to seek ways to end the aggravation of the phenomenon and to bring about reform by focusing on the institutional activity of the administrative sector, where other areas are well suited. Algeria, as part of the international system that has suffered and continues to suffer from the phenomenon of corruption, especially in the administrative aspect, due to many supporting and dedicated data to its noticeable development. Algeria and other Arab countries witnessed popular acts that were mostly calling for social justice and fighting corruption, which were rampant in the state structures and institutions, despite the legal and institutional arsenal listed for fighting corruption, but they did not do anything except after a big public pressure demanding the trial of officials and businessmen. As a first step toward building the rule of law and institutions and achieving the desired social justice. In this context, we will try to examine the Algerian experience in fighting corruption and how well it is aware of it in accordance with existing legislative and institutional frameworks, whether it is capable of reducing corruption and calling for a future that will contribute to the democratic consolidation in Algeria, and from here we will try to answer the following problems: The extent to which legal and institutional frameworks in Algeria can combat corruption in order to achieve effective social justice, and to respond to this problem, this paper is divided into two axes:- The first axis: Legal mechanisms to combat corruption - The second axis: Institutional mechanisms to combat corruption.
